As a result of the purposeful and pragmatic state policy pursued by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, our country is no longer merely a user of advanced technologies, but also a creator of innovative solutions that make fundamental contributions to the global security architecture.

The special attention given by President Ilham Aliyev to the organization and development of the “ADEX” exhibition has elevated this unique platform to the status of an intellectual hub where the defence doctrines of the future are discussed. Current global developments demonstrate that in the modern era, the reliable provision of national defence capabilities and security is no longer based on quantity, but on technological superiority, the application of artificial intelligence, and the effectiveness of robotic systems. Positioned at the center of this global transformation, “ADEX 2026” presents participants with intelligent systems, cybersecurity solutions, and aerospace achievements capable of addressing the most complex defence challenges.

Regarding the development of Azerbaijan’s defence industry, I would like to note that our country already possesses a strong defence industrial potential. In our military factories, alongside the production of more than a thousand types of defence products that are competitive on the global market through the application of modern technologies, we continuously carry out high-quality repair and modernisation of combat vehicles, aviation assets, and other military equipment. 

The increasing number of countries represented at the “ADEX-2026” International Defence Exhibition from year to year confirms once again that it is a prestigious international event attracting the attention of many states’ military-industrial enterprises, and also demonstrates Azerbaijan’s growing standing on the international arena. The “ADEX-2026” exhibition is one of the important indicators of our achievements in the field of international cooperation. 

I would like to proudly note that, thanks to the attention and care of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces, Mr. Ilham Aliyev, as well as the continued support of First Vice-President Mrs. Mehriban Aliyeva, our army is equipped with the most modern weapons, ammunition, and combat equipment developed using high technologies.

Furthermore, the establishment of the Ministry of Defence Industry by the decree signed by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, on December 16, 2005, has created broader opportunities for equipping these institutions with modern technology and equipment.

For our country, which is confidently developing its defense industry, these exhibitions are also highly significant in terms of promoting and showcasing the achievements attained, strengthening scientific and technological potential, and creating conditions for beneficial exchanges of experience. 

Continued emphasis is placed on the application of new technologies in maintaining public order in our republic and in combating crime, including its transnational organized forms. The “ADEX” military exhibition, as one of the largest and most prestigious platforms in the field of defense and security in the region, continues to expand its geographical reach and attract an increasing number of participants each year. The steady growth in the number of participating countries, companies, and showcased technologies clearly demonstrates the rising global interest in this sector and the rapid intensification of international competition. 

The modern security environment has entered a qualitatively new stage in recent years. While threats were once assessed primarily in the physical domain, today developments in cyberspace have become an integral component of the overall security architecture. 

International experience shows that, in recent years, both the number and complexity of cyberattacks have been steadily increasing. State institutions and critical infrastructure facilities have become primary targets, while the time available for detecting and preventing attacks has significantly decreased, and their technical sophistication has grown substantially. 

In particular, the growing dependence on digital systems in sectors such as energy, transport, finance, and public administration has made these infrastructures increasingly vulnerable targets. This, in turn, necessitates recognizing information security not merely as a technical concern, but as a matter of national security. 

In this context, the resilience of special communication systems and the reliability of information exchange are among the key priorities. The main pillars of modern cyber defense include preventive measures, continuous monitoring, and the capability to respond operationally in real time. 

The solutions presented within the framework of the exhibition clearly reflect this trend. Artificial intelligence–based threat detection systems, automated management platforms, advanced encryption technologies, and integrated monitoring mechanisms are already shaping new standards in the field of security. 

I would like to note that, within the framework of the projects implemented by the Special Communication and Information Security State Service of the Republic of Azerbaijan, the protection of state information resources has been strengthened, the level of security at critical infrastructure facilities has been progressively enhanced, and the mechanisms for detecting and responding to cyber incidents have been improved. 

At the same time, the “Cyber Poligon” project, implemented jointly with international partners, serves as a practical testing and training environment aimed at enhancing cybersecurity skills through real-world scenarios. In addition to strengthening coordination among various sectors, this platform also provides opportunities to assess the effectiveness of new technologies. 

Today, leadership in the field of cybersecurity is determined not only by the possession of technology, but also by its proper application, its integration into existing networks, and its continuous development. In this regard, the international “ADEX” military exhibition, in addition to showcasing technical innovations, serves as an important platform for shaping strategic perspectives. 

I am confident that this year’s exhibition will play an important role in establishing new partnerships, sharing advanced experience, and developing result-oriented cooperation.
